To receive a notifications, a subscription must be set up describing which notification types a publisher should send to whom.
Administrators can set up Group and Room Subscriptions, which can be sent to a group of users or, for some publishers, to a general area such as room or channel.
Users can set up individual User Subscriptions to be sent to their own user account as specified in User Preferences.
